Those ideas can certainly compliment infrastructure improvements. Meanwhile, one of the nice things about infrastructure is that it has to potential to force or at least encourage motorists and cyclists to be more courteous to each other and obey the rules of the road. Indeed, improving cyclist safety through education of the rules of the road (for cyclists and motorists) alike is certainly an important component of increasing cycling. I wrote something called Boise Bikes to address cycling safety in the Boise,Idaho area.
